That would require you to learn wave dynamics.
Suffice to say that if 2 waves (audio, water, or any other) with the exact frequency and amplitude but shifted phase by pi (time shift) hit each other they are both nullified. It has nothing to do with Starcraft, its just physics.
I don't know of a program that outputs a negative of a given wave sound file.
Not that that really matters, because you would have to start playing the EXACT correct wave starting at the EXACT correct position at the EXACT correct time to cancel it out. Playing a negative .WAV to cancel out a .WAV via physics is an absolutely terrible idea.
There is no way to cancel out any .WAV that is playing, you just have to let it finish. The best you can do is play more .WAVs over it as a distraction.
I guess you're right there, you wouldn't be able to just turn it off, since you can't somehow play the right parts on top of eachother.
