Actually yes, you probably just lack the mapmaking knowledge to know so. Just have lockdown cost energy and then all other Ghost units have their energy down to zero all the time, except for Kerrigan. Of course, this will interfere with other spells. I'm not a big fan of Temple Siege so I wouldn't know if cloak ever comes into play.
Lockdown would be way too OP. Lockdown would freeze a player up so long, that any of your teammates could come in for a kill.
Lockdown + disable = sitting target, GG
Not to mention the Phantom is giving up cloak.

Dropship - maybe OP, maybe not, my views on the D-ship are skewed.
Psion - recall or spells
Mech - just transform
SCV - a total waste of the spell
And there's a handful of spawn units it can effect, but those would be a waste too. So really, Lockdown is only good for three units, that's an awfully small niche.
EDIT - Also, I have another question. Concerning the Archer and Firebat's various constructing units...
Drones - Level 2 spell, 2 cost 50 gas. Can build two buildings, if you have creep.
SCV - Level 3 spell, 1 costs 80 gass. Can build infinite buildings anywhere.
Just as a point of comparison, I find it odd that the Archer has to keep paying 50 bucks to build two buildings, on top of their construction cost, while for 80 gas the Firebat gets a SCV that lets him build all he wants. And the Drones have the restriction of Creep that the SCV doesn't.

the lock down would just be annoying. It allows medic to cripple players that should normally kick it's ass and removes cloak from the phantom which if a slight cooldown effect is added to spell to will hurt him even more.
as for the comparison for drones and scvs. They both have costs the scv pays mana also and there is a max of one meaning he can only build so fast. There is also a cap on units he can control and his other buildings are pretty weak.
The nydus alone gives the archer an ability to traverse the map as it is. Yes it costs a bunch but there is a reason. You can't have a player overkilling things. This is also why the refineries cost minerals instead of gas. Free cash because you have a bat? i don't think so.

Maybe make them cheaper than normal Refineries but easier to kill with less HP? Since it's the Archer, you could call it "Wooden Refinery".

If Archer would have extractors, then they should be more distinguishable, rather than just cheaper. Instead of giving cash, it gives mana. It could slowly give mana to all teammates, or take the place of mana pool, and give a quick dose of 50 mana to allies that approach it (w/ cooldown rate), or adds mana per additional spawn kills.

Well, part of the Archer's theme is it's camp building. What if the Assimilators either needed to be in range of a camp, or augmented a camp somehow?

One more stupid idea. What if the Marine and Archer both had another building they could build that produced spawn like so many probe-made buildings do? The spawn born would fit their respective themes, of course.

marine can't build anymore because his scv was given to firebat. but it would help the engi a great deal if he could load his bunkers with marine spawn since a lone firebat in a bunker is kinda useless.
