Temporarily make all of the Burrowed units Invincible.
However, the damage taken via scarabs won't be taken into account when a Burrowed unit dies. It would end up with less damage than it should have, or even with a minor heal. The only case this would work is if the damage is so great that it kills the unit before one of the burrowed units get killed.
You would be able to do thise with EUDs that detect HP, however... Why in god's name you would need to have the scarab system, vHP system, AND EUDs detecting hp is beyond me.

I got this to work on my map, and the scarabs are hurting a civilian. But in a rare occasion, I'd say 1/20, the explosion animation occurs. This is probably because the scarab happened to move right when it was about to explode. Any way to fix this?

The storage system is at fault.
