Balance isn't really an issue then, unless it's a base vs base with a fine degree of balance. Most other maps don't need much in terms of balanced terrain. Anyway, I suggest you read the terrain wiki, terrain compilation, and brush project. That should get you started. Come back after that with any specific questions you have, and we'll help.

First, DRAW out on paper a basic idea on where you want everything. Then use standard ISOM in SCMDraft and make a rough version of what you've drawn. Change it how you want, and you're done.

Extended terrain is more complicated. Don't bother till you have the hang of normal terrain. Try watching the melee mapping video guides ex posted in the melee section to get an idea of how to use Isom. (Ignore anything melee-related, just focus on how he gets the terrain done)

I might take screenshots to show later if it still isn't clear, but being able to terrain comfortably comes with knowing the tileset.

Go into the tileset indexed window and look around, make simple terrain like cliffs and the doodads. You'll start to understand it after a while, where to look for certain terrain and how the terrain is laid out in there.

You'll have to excuse me if it's on some tutorial somewhere but one thing that I found out by myself is how each block relates to the blocks under and above it. Each row is a specific type of cliff face (if you're working with cliffs for example) and given that it doesn't go into another section of the tileset every adjacent tile belongs next to eachother while every other tile stacks ontop of the last.
for example:

You're looking at a certain cliff face in the tileset but it looks like a row of random tiles. If you click on one of the tiles, say the bottom most one, and lay it on the map, you'll see it's part of a cliff. If you click on the tile immediately above it you can lay that next to the previous tile (I think to the right of it) and 2 tiles above the first tile you used will go directly above that first one. Each dirt to high dirt cliff face consists of a block of 2x3 tiles, which in the tileset is just a row of 6 tiles.

As you go you'll understand it more and more and be able to recognize terrain easier. Another thing to keep in mind is how the isom relates to each tile, to put 2 cliff faces of the same kind next to eachother still respecting the isometric terrain, a certain tile will be placed in one cliff and then at the other cliff 2 blocks over and 1 block up/down.

I find it hard to explain these simple things, but I hope it helps anyway

There's no standard for terraining so everyone's going to tell you different things. I think the most important thing is to be familiar with the isometrical and subtile patterns and how everything goes together. Once you figure that out you can work in sections that actually look good because your following the isometrical pattern. If you dont know what im talking about, almost everything is atleast 2x1 tile.

I guess what im trying to say is that you may get better if you know how it's put together in the first place.

EDIT: I didn't realize revilo posted about pretty much the same thing.

That should help.

Just make sure that when you go to terrain, you know what you want to do. Making a piece of terrain is a trial and error process; you place things down and see if they look good, if not, move them or replace them with something else. Decide on what you want to do before you start laying out things, and before you go into detail create some sort of form or shape to work with. If you want to create a swamp, lay out the border of the swamp and the general shape you want things in, with whatever your border will be (cliff, water, etc.). Once you have a shape or form, start filling in the major features. Say you want a small swamp hut on the left, and a large swampy pool on the right with everything else being scattered mud and plants. Once you have your features placed, go into small details to make everything look as balanced and well designed as possible.

You can't just start making terrain without forethought -and this is probably where you are having the most trouble.
