Did you check if the trigger with the Town B script is indeed blocked? Like add an action that does something recognizable like create a carrier in a players view or something.
But if it's actually running, try a more campaign-like environment, like a base with workers and minerals and an enemy base somewhere.
Or maybe you've simply disabled nukes for that player?
Did you preplace the silo as well? Maybe it's not properly attached and thus disabled / neutral.

Big thanks for this! Also, if you really want stable version (for playing, or for investigating, which triggers can make perfect and random computer "play" from human players' view) - here is a link to it:
https://rapidshare.com/files/2331203609/LT_WITH_CRAZY_CPU_5.12.SCXPlease note, that current stable version is contain only "protoss" cpu, Russian comments in triggers and designed for 3x1 play (it's impossible to win 1x1). You can just host this map in iccup or anything else, wait for 3 players join and just watch this as observer. The fun is beginning from 8th minute of the game.
Currently I decided to patch this map: add Zerg and Terran CPUs, translate trigger comments to English and patch some trigger logic (fix some bugs and make some triggers better). The problem is, that current "patched" unstable version are contain a lot of bugs, even new bugs with protoss CPU, so it will play not as supposed.
The problem appears to be that, not only does the computer require the necessary Terran supply to be available to build a nuke, but it also requires the necessary supply in its primary race (you have the computer set to Protoss).
I was able to fix it by placing a stack of pylons in the corner of the map which are never removed, to increase the computer's Protoss supply. Alternatively, I fixed it by changing the computer from Protoss to Terran.
I changed to Terran, and it works now! Big thanks!
