There is a character in Gears of War named Marcus
Fenix. I've never played Gears of War before, so if my information is incorrect, forgive me. From what I've read, Marcus Fenix becomes the leader (or
Commander) of the Delta Squad during the game. Because of this, I suspect this bnet name refers to Gears of War, so I will be comparing clues to stuff in that game.
These are some of the main Word-Laser clues.
Right before the battle is about to intensify, a light appears from one of the mafia. The light goes straight through the chest of Mini Moose 2707, killing him and setting fire to a house behind him.
"So, where are we going?" asks devilesk, as they spot a man in the street holding some sort of light.
The man is too far away, they can't make out who he is or what he is doing. FlyingHat begins to answer devilesk's question, but a ray of light shoots through the car. It goes through the hood and the windshield and various parts of the car, through FlyingHat, and out of the back of car, clean through.
He hears a whirring sound and sees a strange light outside of his room.
He can't see what is happening above him, but the last thing he can tell is that a light is blasting clean through his bed, his chest, and his floor into the house below.
Based on these clues, the weapon used for killing people is a long-range weapon, able to kill whoever is hit by it in one shot, takes time to charge up, makes a whirring sound, is strong enough to shoot through multiple objects, and precise enough to burn words into people.

Torque Bow
The Torque Bow is one of Gears of War’s more inventive weapons. Hold down your firing trigger for longer for a more powerful shot – when the target indicator turns red, your shot will penetrate enemy armor and score an instant kill if you’re on target.
The Torque is great for mid-to-long range combat, and if you hit a cluster of enemies you could even score multiple kills with one shot. However, Torquers are extremely vulnerable to close-range attacks, due to the bow’s long charge-up and reload times. It’s useful to carry a shotgun or some sort of close-range backup weapon in case you end up getting caught off-guard.
There are a variety of ways to take out a Torque-wielding enemy. From a distance, the Longshot is your best bet – the rifle’s long-range instant death usually beats the bow’s slow-charging explosive rounds. Up-close, try using your chainsaw – this gives your foe no chance to escape or change weapons.
Use: At mid or long range to blow up an unsuspecting enemy.
Don’t Use: In close-range toe-to-toe combat.
Any of this sound familiar? It is a long-range weapon, requires some charging time, can apparently shoot through multiple targets, requires precision, and is an instant kill if it hits. It sounds very similar to the weapon used by that mafia member.

Well, that's all the evidence I got for now. I'm still looking for an explanation for the words in people's chests. Can anyone who's played this game verify if this weapon makes a whirring sound or not? If any of my details are incorrect, be sure to tell me.
