I need lockdown to be disabled for Kerrigan but enabled for the terran ghost. Is that possible?

Try enabling it for a Player X, and disabling it for Player Y Then simply give Kerrigan to Player Y.
I'm pretty sure that when you set it for disabled/enabled/researched it sets that ability/spell for all of the units that can use it.

Giving units only makes a difference in players' researching status, which isn't at play here.
It is not possible under 1 owner. You must modify Kerrigan energy using triggers to keep it too low or reverse the roles.

Don't have it researched, and switch the roles, that's the only way.

Isn't that what I said? 2 players, give trigger, one enabled one disabled?
So if a computer player has it researched and a human player doesn't, when kerrigan is given to the human player via triggers, the ability won't work? Or if the ability is just enabled?

Disabled = Can't buy and upgrade

Tech is per player, not per unit. You have one of three choices. Disabled, not researched, or researched. Disabled means nobody can use it that you control. Not researched means that only heroes can use it. Researched means everyone can use it. If you have an ability disabled, you can't change it in game. If you haven't researched it, then you can either research it or be given it (via another player's already researched unit). You can't later disable it. If you have it researched, you can't change it in game.
What you suggested doesn't even work conceptually. Player Y is the one who wants kerrigan, and you just disabled lockdown for the ghost.
Also, if you give kerrigan to anyone, she doesn't actually have anything researched, so the lockdown research wouldn't transfer.

The best way is to have lockdown cost a certaint amount of energy, and have Kerrigan have 0% energy all the time, unless your map revolves around a different purpose like unlimited energy, where you could give ghosts 100% all the time.

OK, I'll just constantly make Kerrigan have 0 energy, I honestly didn't think of that.
