At the time you are calling them out, I do not believe anyone has broken any of the rules you posted. You would have to call them out after they responded and broke said rules (or chose not to respond and also broke said rules).
I've chosen to respond, meaning the "failing to post" didn't apply to me, and the rest clearly didn't apply to me at the time (or anyone else, I think) and is now invalidated.

This should be taken for granted as part of "losing," since otherwise a player who's lost could overturn it.

Really there's no way around it, you have lost.
There are a new set of commands in this game called "TiKels' Points" that can only be set by user number 3860 (TiKels, me) which change the fabric of the game entirely. All things under these points now have dominating power over all statements and cannot be rescinded. They ARE tuxlar's word.
First point:
If your name isn't TiKels, you break the rules and call yourself out. Upon doing so, you also relinquish your ability to make rules or alter the game flow in any way.

You called me out before I failed to post, however. I had not broken the rule at the time you called me out.
You could call me out now since I broke the rule later, however it has since been invalidated.

Since Tikels cannot make immutable rules, I hereby decree that all his "points" which he just mentioned are invalidated. Tikels' points are not to be followed, and all players who were removed from the game because of them are back in the game.
Now that that's settled, I'll point out that I haven't come after you at all, I've simply been defending myself. Your original text wall of rules would have sufficiently ended the game and left you the victor if you'd called everyone out after they had broken one of your rules (or made a rule that people were already breaking).
If I was you and really wanted to end the game, I'd just modify that text wall slightly and repost it (or repost it and make a reply immediately afterwards saying you call everyone out since they failed to post). That's your choice, of course.
If you want to win then take the victory that's so close to being yours!

They aren't unmutable, they are tux's words, who controls the game. If tux came in said "nah I change my mind" they'd change.
Plus, they aren't rules anyway, even if they were unmutable, they are points

The rules didn't apply to me so I didn't relinquish them, and I said your points are invalid already.
"Rules" and "points" are just different ways of referring to the same thing, that being alterations made which directly affect gameplay.
Also, you can't simply state you win the game, because the only way to win is for everyone else to lose, and the only way for them to lose is by being called out for breaking the rules, as stated in the immutable rules.
Come on, you can win this without immutable rules anyways. Your original text wall of rules was the closest you've been so far. Just make a post that makes everyone else lose so they don't have the power to overturn that post. That's the easiest way to win and stop people from altering the game in the process.
You specifically said RULES do not affect you, so I made up something that isn't a rule.
