They are (old) old-generation video files which use 256-colors and palette rotation. If I remember correctly they are smacker? or smackfiles? In any case, try google.

Anyone opened Starcraft.mpq and viewed those smk files? Were they used in the game itself? It's interesting, if you don't know what smk files im talking about, I'll convert them soon.

In Starcraft.mpq, those are cinematics, not portraits. There's one like where that one protoss dude crashed into the overmind on auir.
EDIT: ok so I extracted the .smk files and converted them to .exe but all of the files combined at 325mb. Considering that .smk files are already poor quality video files, I don't want to compress them and I don't know how I can effectively distribute these files(except torrenting).

I actually tried to convert them to avi files using the rad game tools program but i mixed 2 smk files together(because they were meant to be that way) and on some of the converted files, it will only play the first part and that is the green text on the bottom left to show where the cinematic takes place.

It's not for each player, but for each player's colour. Starcraft doesn't have the ability to change the colours of the portraits (well it would if they did a few extra things but ultimately it doesn't).

http://smplayer.sourceforge.net/Those 2 players can view smk (end even recode it to avi). The bad thing, that they cannot seek (you only can view from start till end).
Also they are opensource, so you have chance evet to get SMK source code (if mplayer developers reversed in instead of using DLL)
