Hey, I really like your RPG, but there is one problem though...

I somewhat can't revive myself, nor revive ally in both Single-Player and Multi-Player. I do have enough money (like I still have more than $1000 in my bank), and I never get to use one revive. :-(

So is there a specific steps for reviving or missing triggers or anything? Thanks.

To be able to use any of the potions in the map, you first have to find at least one of those potions in the wild.
In the research area there should be at least 2 of the potion before you can use it.
There is both a revive ally and revive self potion hidden in the first area of the game.
The Item Help gives a spreadsheet of the costs of each potion with respect to the amount of research you've found.
10 of each potion in the research area is the max and will be the cheapest.
This was done for to prevent someone from using the 100% or other potions before they were a sufficient level to use them.

One more thing, for Dark Templar hero, what does it steal (in his spell)? Money?

It is money.

Steal = 45 cash
Mug = 145 cash

Whenever you see "steal/mug success" you get the cash.
There is no visible display except for the extra mineral icons in your bank area.
