is it possible within the data editor only to set weapons to entirely bypass shields, and still inflicting damage upon health? if so, i would like to know how to do this.

There is a flag on the damage effect called No Absorb Shields.

O)FaRTy1billion[MM] -- below the minimap should be a thing that says "Overlay Settings" with a little + button in the corner, press the + to expand it, uncheck Use Defaults, then change "Tile Overlay" to "Height"
