I remember i played this one map where a hero unit had disabled speed
Is there is a way that i can disable the speed of Devouring Ones, Jim Raynor(Vulture) and Fenix Zealot?

Either slow him down by centering burrowed units onto him or just exchange roles by naming the hero ling Zerg Zergling and the normal Ling Devouring One. This works only for the Zergling because Fenix and Raynor have a different Portrait.

Jim Raynor has no speed upgrade from the start as far as I know.

For the Fenix the only thing I can think of is that it was pre 1.15 and done with EUD actions.

You need to disable the upgrade.

I don't think disabling the upgrade does anything against hero units.

If you disable/dont upgrade the vulture speed, then jim raynor won't have the speed upgrade. He's the only one.

Well if you disable STIM, doesn't jim have no stim? I thought that's how it worked with all researches.

I apologize for my ambiguity.

You can't disable upgrades. You can only set the max upgrade to 0 (effectively disabling it).
You can disable tech.

No heroes can use disabled tech. All heroes automatically have all upgrades, and disabling them does nothing. The one exception is Jim Raynor (vulture), whose speed upgrade is not automatically given, and has to be upgraded either in game or by default.
