But from skimming through it, I think:

should be Exactly, 0, because At least 0 would be all values, and the trigger would always run.

No, I don't think it is, because I'm trying to add minerals every other second. 0-12 = 1 sec 12-24= 2 sec 24 = 1 sec so it goes min wait min wait.
