I have this trigger that when at least 1 "men" owned by player 1 enters a location, it'll remove any player 1 men at the location and then create a different unit at the location. But instead of spawning one, it spawns 8 of them! And it seems to only do this if I don't specify what unit is being brought to the location.

If the trigger is running for 8 players (or/and computers) the actions will run 8 times.
better way to make it is using "current player" at the condition and action, or making 8 triggers, for each player one.
