Instead of characters, you could have the classes, and you can choose the spells you want (that are for the hero class), therefore making it possible that two players choosing the same class could have different spells.

Alot of maps that use "custom spells" in "naruto hokage" form usually fail. I'd suggest using characters instead of classes .

if a lvl 1 kills a lvl 1 get say, 5exp, lvl 1 kills lvl 2 get say, 7 exp, but if level 2 kills level 1, get say 4exp and then so that you cannot just like, mega rush, lvl 1 kills level 99, get 1exp... iunno, you figure it out, any pvp with character development + save system wins.
