I'm relatively new to the concept of Grid Systems. I can't used burrowed units and air units will push observers around. Is there a way to move locations around to specific coordinates with EUD's or something like that? Or be able to lock Observers to keep them from getting pushed around? And if not what is the most reliable way to move locations around where players won't see it?

What do you mean by "pushed around"? You can always move the observer(s) away and back again after the mobile grid is created, but you've got to be more specific on why you need the observers and whether or not they are moving. Why can't you use burrowed units?

Sounds like location grids is what you need.

It should be possible to use EUDs to modify locations: http://farty1billion.dyndns.org/EUDdb/?pg=entry&id=241 but that's assuming we are allowed to write to the location block.

Scmdraft classic trigedit has had a 'Set location pixel coordinate' EUD action / condition for a while. This only works for maps with 255 locations (So not for vanilla / pre 1.04 SC maps).

I will also add that if you will constantly move air unit to a location that is placed out of map's bounds (edit location position through properties to make one) the unit will be "pinned" to it's position unable to move, drift, being pushed etc.

I knew there were some really old maps that did this, but I never knew how they did it. Just a question of clarification though, ordering unit to move to a location out of bounds or move unit to location trigger? I assume the latter, but I just want to be certain.

Really it's anywhere the unit can't be moved to. An out of bounds location is the easiest to work, but you can also have a bunch of lifted terran buildings in an area and try to move the units there to cause them to stop, or move ground units to unwalkable terrain.

This is off topic but interestingly enough you can crash the game in an absolute legit way if you try to make (create unit) a Map Revealer at a location with lifted terran buildings or otherwise blocked for air units creation/teleportation (I didn't try out of bound location though!).
