I've attached a half-finished map (if all goes well). The map itself (while obviously not complete) is going fine so far, but I'm having trouble with the briefing. I need more lines of dialogue to make one of the characters come across as more sympathetic. As it is, the character Justiciar Hallos goes from introducing the idea of inducing a hallucinogen to further an investigation to actually inducing it without giving the protagonist a chance to react, which makes him seem apathetic to her wellbeing to the point of hostility, when I'm trying to make him come across as suspicious but not unsympathetic to her situation. I can probably get the handful of lines I need to make it work by condensing some of the stammering earlier on into a single message, but I like the stammer effect I have so I'm hoping that someone here knows how to condense the briefing a bit (maybe some of my Waits are unnecessary, maybe there's a way to have an utterly silent, very small .wav file so I can use transmissions?).

I wrote a short guide on briefings a while back that might assist you.
Guide
ON TRANSMISSIONS
You can't use transmission trigger actions reliably in briefings. If the amount of text
you have entered in is above a certain limit, it will flash for a second before vanishing
instead of scrolling slowly like it's supposed to do, no matter how long you set it to
appear for. While I don't know what causes this issue, I know the basic workaround:
DON'T USE TRANSMISSIONS. Instead, use a combination of text message, display
speaking portrait, play wav, and wait in order to get the same result as transmission.
ON TRIGGER ACTION LIMITS
In briefings, triggers fire (run) completely differently. For one, you'll notice that there
aren't any conditions. This makes sense from a campaign mission standpoint, but one
might ask, 'what if I want specific things to trigger only after other parts of my
briefing have already occurred?' The answer to this question is simple: make a new
trigger entry. If you have two briefing trigger actions stacked on top of one another
instead of happening within the same trigger, the second one will fire only after the
first one has finished. This means that you can have a lot of trigger actions - enough
to break the 64 limit, which I have done many times in the past - and just have it spill
over to a second or even a third trigger before the briefing finishes. You can also use
this function to create individual blocks of a briefing, making it easier for you to edit or
troubleshoot on the fly.
ON TEXT FORMATTING
You don't need to follow text formatting rules when using briefings. Just let the text
run on and on until you're finished with your entry. Pressing enter will separate lines
of text, if you so desire, and spaces still work the same way. Colours are entirely
different, though, and it will take some experimentation to figure out what code does
which. Some are completely unreadable. You can put the name of the speaker in the
text entry if you want, but I like to have speakers known by their voice and portrait.
I'll be back in a few hours with an actual response tailor-made to your particular case, but I'm on mobile so I can't look at the map at the moment.
You can stack multiple briefing triggers in the same briefing? Huh. In retrospect I'm not sure why I didn't try that. That pretty much solves my problem, so while further response would be appreciated, it's probably unnecessary. Thanks for your help.
