Tech restrictions for normal upgrades only work for level 2 and 3. If you by default give the player uprade level 3 and increase the max upgrade level, they can purchase further upgrades of that kind without restrictions.

Jack -- The CPU processing power is actually increasing a lot though because they've been forced to optimize rather than simply add more transistors. Previously they could but it's getting too small and too hot for them to be able to, so they've been making a lot of optimizations on the CPUs themselves.
