Is there any way to set a certain amount of RAM for a program so that it can load faster? (Only when it's running though.)

You can buy more RAM so that it will take what it needs to run full speed. Other than that, I don't know.

A program will take as much RAM as it needs if it's available, however, I believe it is possible to change the amount of CPU usage given to a certain program, but other than setting it to Realtime or something like that in Task Manager, I don't know how to really set that.

Specifically give RAM to a program isn't possible since they will take what's available. If you want a certain program to get everything you have just don't run other programs or at least start them last.
However there's programs that can free up currently unused RAM because many programs reserve RAM and don't free it up when it's unused. Can't recommend a certain one, but there's plenty. Just start by googling for "free up RAM freeware".
