Kievan Rus
FlagEconomic PolicyCorporations, both internal and foreign have access to the public, leading to a general capitalistic policy. However, the Kievan Rus government has a very large economic sector that dominates the market in arms, medicine, food (buys from farmers at appropriate prices) and all other necessities inside the country. Additionally, the Kievan Rus government reserves the right to interfere with foreign companies wishing to do business inside, up to the extreme of forcibly evicting/attacking/taking them over. This has never happened yet.
Kievan Rus controls the largest reserves of Oil in Europe, being the sole country bordering the Caspian Sea. Main exports are grain, arms, and experience - Vladikavkaz instructors are often sent to train foreign armies for a rather expensive fee. Additionally, Kievan Rus was a pioneer in metals and maintains one of the largest steel producers in Europe, the state-controlled giant Rustal.
The state maintains an extensive tariff system which is used to protect domestic industries. Tariff rates vary from product to product.
Political SystemPresident of Kievan Rus is referred to as the 'Czar' (lul). He is elected by the Duma (parliament), which selects its own members while the overall approval rating is above 50% and who are publicly elected when otherwise. Parliamentary officials can be dismissed if less then 2/3 of the parliament supports them and the Czar wants them gone. Local officials are elected, but the Czar can overrule any election. Courts are closely associated with the state.
Social Programs Pension is given after the age of 65, give yearly equal to the money you've accumulated and given back to the financial system (by spending it) since birth divided by seventy-five. Public education is free, emphasis put on mathematics, engineering (which is a mandatory class by the age of fifteen) and the sciences. All citizens are guaranteed free health care.
There are three state-controlled universities and other smaller private ones. The three state-controlled ones are 'Kievan State University', 'Valedis University' and 'Vladikavkaz Academy'. The first two are general technical universities with small humanitarian programs, while Vladikavkaz is widely considered to be one of the best military schools on the continent. It owns several of each common war utility for training and advanced tactics classes. Not one graduate from Vladikavkaz has retired with a rank of less then junior officer or the equivalent in other military disciplines. Entry is highly competitive to the state universities, and testing is done to allow the best to enter with no regard to financial status, though families with higher-then-average income are asked to pay a part of the total bill.
A large part of Kievan Rus is used for agriculture, and in order to not let the food supply detract from other areas, prisoners of war are often forced to work on these farms while they learn to speak Russian, at which point they are freed to be constructive in Kievan Rus society (though not allowed to return except under special circumstances). Otherwise, Kievan Rus boasts the usual agricultural workings: farmers on plantations.
Major CitiesKievan - Capital of Kievan Rus. This is the ruling center, where almost all governing decision-making is done. Home of the 'Kievan State University'. Population of 1.4 million.
Vladikavkaz - Name means "Ruler of the Caucasus". Gigantic city is very heavily fortified. It's maintained by the military, and houses the military industrial plants of Kievan Rus as well as the Port and Shipbuilding facilities. A major center of trade because of it's strategic location as the only Kievan Rus city with access to the Mediterranean. Maintains the most expansive underground transportation network on the continent. Home of the 'Vladikavkaz University'. Population of 2.7 million.
Kirillivan - A large city located near the Caspian Sea, this is the center of trade with Kievan Rus's eastern neighbors. Population of .6 million.
Vladigrad - A city located in close proximity with Kievan Rus's farming sector, this city houses the agricultural sector of the government. Population of .2 million.

HistoryAfter successfully breaking off from an ailing Russian Empire in 1773, Kievan Rus was rapidly led by Czar Vladislav to modernization. Kievan Rus was put in major debt by its infrastructural and military development, but was able to pay most of it back through rather heavy taxation through development. German mathematicians, technicians and scientists were paid small fortunes to modernize the Kievan Rus education system.
Foreign RelationsKievan Rus maintains close relations to the Russian Empire. Additionally, it's a strategic ally of Turkey and Italy, and has made diplomatic overtures to the United States of America. Serbia is considered a strategic ally, and with the Kievan Rus military starting to blossom, expansionist thoughts are becoming the norm.
