SCM Draft 2 is considered by most to be the best.
It has lots of features.

If you are somewhat new, but want a more advanced editor than the normal staredit, start with Xtra.
Once you get to know Xtra, move up to SCM Draft 2.

You can find them both in the database

We can't explain the universe, just describe it; and we don't know whether our theories are true, we just know they're not wrong. >Harald Lesch

Don't forget about FartyEdit.

Just about every map program you might want to use can be found on my site in the Programs section, I admit that I left out FartyEdit, however, StarEdit mods are pretty much negated by SCM Draft and StarForge.

I'd recommend SCM Draft for anything, when using it there's very few reasons to use any other editors.

Shameless advertising, tisk tisk.

Whatever advantages few Starforge may have over SCMDraft, they won't apply to a beginner, such as yourself. My advice is to get SCMDraft and get used to it. Mess around it until you're comfortable with it.

O)FaRTy1billion[MM] -- below the minimap should be a thing that says "Overlay Settings" with a little + button in the corner, press the + to expand it, uncheck Use Defaults, then change "Tile Overlay" to "Height"

Sylph-Of-Space -- It would be so so so nice if SCMDraft had some kind of dedicated "walkability" view for the tilesets.
