So, I downloaded the version of StarCraft from Batte.net 2.0
and I'm using SCMDraft 2 to make maps.
I can open my maps perfectly with the editors, save them perfectly with the editor and play them perfectly on battle.net. However, since I cannot host, I am forced to send my maps via PM or MSN. Well, just one thing... apparently it's saving my files as a shortcut and not as a .scm, so I can't actually upload my maps or even transfer them on msn. However, if I over save a map, such as (2)Boxer.scm in the editor it opens as if I had over saved (2)Boxer.scm, but the recipient get's it as if I've never touched (2)Boxer.scm and that they've actually not downloaded anything.
In short... I can't share my maps, what's up with it?

That sounds like you should find out how your Windows 7 handles files.

But maybe you should answer to my reply first. I'm pretty sure this is what everyone thinks when he's reading this. I never ran into a problem like this using XP.
Well but that's because I wouldn't accept such behavior on my computer. I always want to be in control of what's happening (and usually I am).
P.S. It's not StarCraft's or ScmDraft's fault, I'm 95% it's your OS.
I'm on windows vista, but when I used windows vista before I was able to map perfectly fine. I am more than likely sure it's because I downloaded SC and not using the disc.

StarCraft only reads the maps and doesn't write them. So it can't be to blame when the maps files show odd behavior.

Contradiction. Are they getting the original boxer file or nothing at all? Or a shortcut? (which you mentioned, too)
Try sending it to me when I'm online. I might be able to help you more to track down the source of the problem with real-time communication.

What would downloading Starcraft have to do with anything? This doesn't look like a Starcraft problem to me.
100% sure it's the fault of the OS, MSN, or the person using it.
