We need to know his power supply max wattage and motherboard model before we can help him.
uhh... ok, then this will have to wait till tomrow when i see him.

Assuming it is Pci-e x16 and 350W power supply this geforce 9500gt should be ok (and also two slots spaces)

T-t-t-triple fail!
Powersupply is measured in WATTAGE and it is at least 200w. 90v does not tell us anything.
Second that is not his motherboard, that is not ANY motherboard, and I googled Hewlett-Packard 30C1, and it gave me nothing but laptops.
Third, that card is made for playing MOVIES on large displays like HDTVs, or in other words, shit for gaming. There are motherboards that come with an 8400 GPU integrated.
Edit: If he insists on ordering from that god awful site, here:

That's a laptop graphics card. You can't upgrade laptop graphics (most of the time).

Wait, you mean he thought he could....Oh dear god.
no it's not "him" anymore it's me. i'm the one buying the video card, and i don't know anything about computers
but i'm pretty sure mine's upgradeable, it says i have a slot for it
None.

First of all, please do not double post, there is an EDIT button for a reason. Its a forum, not an IM window.
Second, I checked out a review, its a business laptop, and they said nothing of it being able to upgrade its graphics card.
ouch, sorry phil.
mine CAN upgrade
a 64 bit vista OS so i can get the extra ram
None.
okay so there is no way i can upgrade my laptop's graphics? not even just, i don'tr know, using more memory for my current video card?
None.
Yes, you can upgrade your laptop's graphics by overclocking it. Memory does not increase the processing power of the GPU, only the clock will affect that. However, considering you know nothing about computers, you shouldn't overclock it, and I won't tell you how.
What game are you trying to play that the HD 2300 can't play?
