Im only guessing, but maybe you extracted one of the ones that isn't Locale ID 0 and TBLPad doesn't like it. Make sure if there is more then one stat_txt.tbl, you select the one with Local ID 0, then try that?
Uh.... can anyone just post a default stat_txt.tbl file?

having the same problem, tried opening stat txt that was neutral 0 and also other versions too, so either something else is wrong or my stat txts are messed up...

I expect that you also have DatEdit. If you do, there should be a folder in DatEdit's directory named "Default." Inside, there may or may not be a "rez" folder. If there is, go inside and use the stat_txt.tbl file that's there.
WARNING: Don't use the actual file. Make a copy of it in the rez folder of your mod. (Just makin' sure you don't do anything stupid and screw up that file.)

If you can't get it to work you could try the TBL editor in PyMS,
PyTBL (PyMS forums and local thread in my sig).
The only potential reason I can think of for it to do that is if you are using Chinese, Japanese, or Korean as your primary language in Windows. It messed up the way some of my old code for VB works. Probably the best solution is to just use a different editor if you encounter this.
