For the same reason you don't see everyone downloading music illegally getting sued.

Emulators, aren't illegal, just in the rules it says they are as an example for some reason. Or, they just don't want them here at all even if they are legal.

And it's almost impossible for someone to find out you're doing it unless you tell them.
