Anarchy cuts your income clean in half. As soon as you leave anarchy, your daily citizens' income will jump up to 60-65% of normal. Wait one more day and it will hit standard amounts again.

But I WAS an idiot this time around, too, and accidentally collected my taxes before spending my war chest on replacement infra. I had to settle for less of an increase, though I DID get back up to 3999.99 from 2999.99 today.
