Here's the sitrep:
Computer Player 5 has burrow researched.
Computer Player 7 has burrow disabled.
For one of the abilities of my bosses in my rpg, I'm trying to get a hero hydralisk to unburrow on either side of him, like he "summoned" them. My method is as follows:
Use mobile grid to place locations
Create 2 hero hydra at spawn location for Player 5 with properties 'burrowed'
Give 2 hero hydra at spawn location for Player 5 to Player 7
Move 1 hero hydra for P7 to 'left side'
Move 1 hero hydra for P7 to 'right side'
Order all hero hydra at 'battle arena' move to 'a location at the other side of the battle arena'
Now what happens is the 2 burrowed hydras appear on either side of the boss for P7, but they never unburrow. I find this strange, because in another section of my map I have 3 P7 hero hydras which unburrow once given a 'move' order. Anyone have any information for me which might sort this out?
I also tried giving the order to move from the 'left side' and 'right side' locations instead of the 'battle arena' location, no dice.
Also, they can unburrow because when they get attacked they do unburrow.

After quite a lot of mucking around with burrow on lurkers, you don't really have much in the way of control over how they use the ability. The campaign level in Brood War where you first get access to lurkers shows 3 lurkers burrowing, then attacking some civilians, and unburrowing. I had a look at the triggers behind it, in each case they just use 'move' orders - the CPU lurkers automatically burrow when they are in range of an enemy they can attack.
Perhaps the distance you are attempting to make the hydras move isn't long enough? With such a short distance, the CPU just decides not to move them at all, and in the other case you are moving them a long distance? Or perhaps you need to order them to move a short distance?
Also I should add that I did play around with the Researched / Enabled / Disabled of the burrow ability, and found that having burrow Enabled for my CPU gave the best results (most likely to move quickly when ordered, most likely to appropriately attack enemies while burrowed). Here's some of my previous adventures with burrow:

Sorry, I'm just a dumbass. I had the trigger actions in the wrong order. I swear to God I checked for that before I posted here, but obviously I didn't. It's working fine now.

Yes, need to move the units before you give them so that they unburrow after theyve been placed. Glad you figured it out though.
