If at any point someone wishes to communicate in Korean, or any other language) via PM (for example, if they need someone to help them translate), it would be helpful to have UTF-8. No, it's just dropping the fact that & is an html entity and used in encoding certain xss techniques and I have it automatically parsed as &.<br />I'll look into xss again and see if I can lighten it up without being too worried.
