I was just assigned a new laptop at work and I've noticed on some websites the images appear scrambled:
This screenshot is from Pinterest, which as you scroll down loads more images in your feed. I've noticed that this scrambling also has been happening on reddit - I use the reddit enhancement suite, which also auto refreshes as you scroll down.
Browser: Most recent version of Chrome
Laptop: hp Pavilion g6
Things we've tried:
Installing the most recent version of flash and java
Reinstalling graphic driver (integrated chip)
Reinstalling Chrome
Restarting the laptop.
This scrambling does not occur in Firefox.
Any ideas?

I'd prefer to stay in Chrome - I really don't like Firefox; it feels very bloated to me.
For the record I knew this was an option, I just would rather stick with Chrome.
It could be some kind of content filter that is corrupting the images, possibly before they even reach your computer. Some will filter out "words" in binary files and corrupt them as a result.

I'd try to clear cache and reload the page, then refresh it via F5.
You could try Internet Explorer, it's this cool new browser from Microsoft, I know like no one uses it but it's an alternative to firefox at least.

you aren't downloading the full jpg. As nude said. Ctrl + F5 will reload and skip cache.

Sorry for the delayed response - it just started happening again today (after it failed to happen last week). Ctrl+F5 works when the pictures are always present (such as on a website), but on Reddit (I use the Reddit Enhancement Suite) when I refresh the pictures close. When I select 'show all' the image scrambling occurs again.

I don't use reddit and thus don't know the suite so I don't know how it works, what "show all" does or what you mean with "when the pictures are always present".
So when you force a reload of the pictures it works and when you can't force it (because they are "not always present") you get scrambling? In that case I'd try disabling image caching.
I assume this has something to do with your encryption on the laptop not being compatible to
FirefoxChrome's cache management so you could try another browser. (Or bug your IT guys until he allows you to use the laptop without encryption.
)

FirefoxChrome there's a bunch of settings you can try but there's no guarantee it'll help:
The collapsed instructions are for FF. I don't know the respective options in Chrome or if they even exist, but maybe you can figure something out by sifting through Chrome's settings.
Instructions for FF
last tab (advanced or similar) -> general -> untick hardware acceleration.
data security -> Delete history -> settings -> tick cache
This should work as a workaround by giving you the abiltity to close the browser and load the page anew whenever the scrambling occurs.
last tab (advanced or similar) -> network -> disable automatic cache management and limit it to something small. Try if 0 or 1 MB works.
This might make browsing slower but with todays internet speeds this probably won't be too bad.
(Keep in mind that I translated these terms from my German UI to what I think would make sense in English, so it's likely you'll have to be a little creative here and there which setting I'm pointing to.)
Anyways, I feel all these suggestions only fight the symptoms of an underlying problem. Probably only your IT guy can fix the real problem. At least he's supposed to be able to, which doesn't always mean much...
