Google the .dll file that it is missing, download it from somewhere, then put it in either your winmpq folder, or the system32 folder. I think either one works, but to be safe, put the .dll in both folders.

With those other files did you try running the setup.exe file or did you just put the files in the same folder as WinMPQ? Just saying it didn't work isn't enough information.
