How would I fix this problem?

If you open a command prompt and run "SCMDraft 2.exe" -console in your SCMDraft2 directory, it should give you more error information. Are you using the latest version of SCMDraft 2?

IM sorry but when command promp opens its blank what do i type to (run) scm draft 2 in commmand promt im sorry I am very new to this

2 commands. First changes to the right folder, second starts scmdraft
Code
cd <Path to Scmdraft>
"SCMDraft 2.exe" -console

example
cd "c:\program files\scmdraft\"

if your scmdraft path is not on the same drive as your system, you need to change drives as a third command.
example
your prompt looks like this:
c:\users\joe>
and the path is d:\programs\scmdraft
your first command needs to be d:
