a) I see no proof at all that you followed the intructions correctly.
b) The colors are fine.
The amount of help you receive on a problem is directly correlated to the amount of information you provide.
We need proof of your OS and a screeny of the respective reg key you should have created/modified through the above instructions.
To do the latter press [Windows] + R and enter "regedit". Then follow the tree structure to
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\DirectDraw\Compatibility\Starcraft116 and upload a screeny of that.
Though it seems I cannot screenshot my buggy colors: the one I provided was taken while I had those colors and, weirdly, it shows all okay! O.o

That's because the color bug is due to a palette issue (only 256 colors) which do not apply to the screenshots (simplified).
This happens to me too but once you get in a game, the color will fix itself.
