My computer was lagging about 3 days ago, so I defragmented the hard drive(some files had 4000+ fragments, it was hell), and next thing I know, IceCCUI isn't working anymore(I can decompile but I can't compile, and I'm hopeless at command prompt). I don't know what's wrong, could somebody help me?

why don't you re-download it? Maybe some files got deleted accidentally.
