This time I'd like to ask you where can I get 75k bullets to commit a terrorist attack and then an hero?

I'm trying to find out this things about bullets:
-Supposed I embed them in concrete, is there any danger of them triggering because of concrete pressure/ hot weather/ sun exposure?
-Do they rust? Either way, overtime or simple rain/water on them.
-Where can one get empty shells in case it's too dangerous to use non-fired bullets?
-Can one get bullets but that are impossible to be fired or whatever so I can have the complete shell but without risk of them going boom?
I think I am forgetting something, I'll add when I remember.

2. My grandfather had a box of bullets from about the 70s and they're still fine today. They won't rust from humidity, but I'm not sure what will happen if you put them in water for 30 years.
Maybe the fumes will slowly get to the gunpowder and it won't work.
4. You can always get real ones, open them up and get all the gunpowder out. (may need some tools) To open up my grandpa's ammo I had to use pliers. Also, I've heard in one movie (it is a quality movie, but still not something I would trust my life to) that if you boil bullets for more than half an hour they become harmless. I recommend you don't do that, unless some reliable source can verify it.

Heat from the sun would not be enough to set it off. If someone were to take a lighter to it on the other hand, it could go off. Also, if the tail end is sticking out of the concret and someone hits it with a hammer it could go off, however they did a mythbusters where they were unable to do this.
Most bullet shells are made of brass, which is an alloy that will not rust. Tips are usually lead or copper, which will oxidize and tarnish but not rust.
And as jaff said you can also take apart some bullets to get the shells with some tools. Obviously not a hammer
