Overview:
At the beginning of the 20th century, Europe was a complicated cauldron of political intrigue. You are about to travel back to those times and change the course of history in your favor.
Diplomacy is a game of negotiations, alliances, promises kept, and promises broken. In order to survive, a player needs help from others. In order to win the game, a player must eventually stand alone. Knowing whom to trust, when to trust them, what to promise, and when to promise it is the heart of the game.
Countries:
There are seven countries whom each player will be randomly selected to play. The randomly picked countries are England, Germany, Russia, Turkey, Italy, France, and Austro-Hungary.
Objective:
When one player controls 18 “supply centers” (discussed later in the rules) after a FALL turn, it is considered to control Europe and is thus the winner. However, all players can end the prematurely by agreeing to draw. Any player having pieces on the map share equally in the draw.
The Board:
The board is divided into countries (divided by think black lines) and provinces (thinner black lines) -- also note that oceans and waterways are divided as well. Every country and province has a name. There are 34 provinces on the map board that have stars -- these are supply centers.
Armies and Fleets:
A player can only have as many armies/fleets as the amount of supply centers they control. All units have the same strength, no army/fleet is stronger than another. THERE CAN ONLY BE ONE UNIT IN A PROVINCE AT A TIME. NO EXCEPTIONS.

Each year is divided into two parts, which are broken down into four and five parts respectively:
Spring
1. Diplomatic Phase
2. Ordering Phase
3. Resolution Phase
4. Retreat and Disbanding Phase
Fall.
1. Diplomatic Phase

4. Retreat and Disbanding Phase
5. Gaining and Losing Units Phase
Diplomatic stage: the topic will be open for players to discuss plans and strategies. Alliances between players are allowed, however, nothing bonds these players to their word. This is the core of Diplomacy. During this phase, players can also prematurely PM their Orders (format will be shown later on). This period of time can last about 5 days to 2 weeks.
Ordering Phase: the topic will be closed for about 3-5 days, or when every player submits their Orders. During this time period, secret negotiates can occur (as there is nothing stopping them), but Orders must be sent. If no orders are received, then all units are said to be on hold. Once PM’s are sent, they are final. Only one PM with Orders is allowed to be sent, so make sure its completed and correct.

Resolution Phase/Retreat and Disbanding Phase: The topic will be updated with a new map of Europe based on the Orders received and players must PM Retreat Orders (following a similar format).

Gaining and Losing Units Phase: The topic will be reopen for player’s to start discussing once more and will PM which units to disband or create (if applicable).
These stages continue until a player is proclaims the victor or a draw is reached. Spring goes to Fall and Fall back to Spring.
