If by rush, you mean zerg meta game push, then yes. But the technology is hardly early enough to consider it a sunken rush when you can do that with a hatchery or on an opposing zergs creep much quicker. Putting creep on the ground would be more useful to cheese your opponents expansions forcing them to kill your overlord to make the creep go away and giving you plenty of time to form an attack on the expansion before it can be started because the creep has to go away.
This is, of course, assuming the technology is no earlier than Lair tech like overlord upgrades currently are in SC. Which I'm sure you would agree is a reasonable assumption.
