About powerups. if you place them on a map, they can be picked up when a probe/drone/SCV is nearby. Is it possible to keep the powerups where they are, even when a probe/drone/SCV is near them?
So what I mean is, make powerups unable to be picked up by those units.

nope

There are workarounds, however:
"Cage" the powerup with surrounding invincible P12 Dark Templars, so no drone can reach it
or place a sprite of a powerup, but that cannot be clicked.

If you disable/enable their doodad state they can not be picked up, also it wont crash the game.

You need an advanced editor like ScmDraft 2 and then just go in the sprite section on the left and pick the powerup sprite you want.

I answered this on Maplantis first, so I'll just go ahead and give you the same answer:
Making it a disabled sprite makes it unpickup-able, but then you can walk through it, disabling a unit cloaks it, but it cannot be picked up, the best method is to run the Junk Yard Dog AI on it, then it cannot be picked up.

I put a power up in a location
then this trigger:
always
set unit order to junk yard dog

but the power up can still be picked up.

Just put a sprite of it with a p12 dark templar underneath it. Easy, and effective.

It will block units from walking through it.

if a SCV is carrying a powerup, how can you make him release it? Without killing the SCV or destroying the powerup..

What you do:
-Remove the powerup
-Create a large unit (the Ultralisk will do) at a sealed off, special location
-Move that Ultralisk to the desired SCV
-Create the new powerup at the Ultralisk's location and remove the Ultralisk (that was it won't bee close enough for the SCV to pick it up again)

Two fun facts to remember about powerups:
-While a worker is carrying a powerup, the powerup will respond to conditions as if it was owned by the owner of the worker carrying it
-While a worker is carrying a powerup, only actions for the ORIGINAL owner of the powerup can effect it. In other words, if a P1 SCV picked up a P2 powerup, it can be removed only with "Remove powerup for P2" action (and categories like All Players, because P2 is included in that category)

You just have to run the "junk yard dog" for the player who owns the power up. The player must be a computer controled player.
Player 2 owns the power up that you put in the location 1

*run AI script "junk jard dog" at "lacation1"

it works. See this map for example.
