How to make the medic's heal also restore, using PyMS or firegraft?

None.

Using those tools, the only way I can think of would be PyICE if there's an instruction to cast a specific spell, and add that instruction where there is a signal in the healing animation of the medic.

If there isn't such instruction, I have no idea if it's possible.
If it's not possible, then GPTP is probably more likely to help.

The Curious

Maybe adding the "useweapon" / "fireweapon" (AICE) command to the animation (MedicSpecialState1, but not to the looped part that goes under MedicLocal03) will do the trick, as Restoration is one of the abilities that are based around a weapons.dat entry. No idea if it's going to work. The premise sounds esoteric enough for me to think that it's GPTP territory. :)

Who am I, and why should I care?

I actually recently did this, but WITH "General Plugin Template Project" (GPTP) for Visual Studio 2008.
Here's a tutorial for plugin creation using GPTP: https://www.hiveworkshop.com/pastebin/c256e3c9521c35014b7780812fdb88d721713/
This thread can also help to learn plugin creation: http://www.staredit.net/topic/18073/#7

Once you have learned the basics of plugin creation as shown above, look at this tutorial of how to make restoration heal using GPTP: https://www.hiveworkshop.com/pastebin/2e6305d4976fb760f4891287b592b38822456/
After all these steps, you can even make the restoration-based heal spell able to self-target: http://www.staredit.net/topic/18125/#3
