Does anyone know how to have your map onto cloud so people don't have to download off of you but rather its dled the moment you join? I notice this happens to some of my maps only

there's no cloud storage in sc1 - before the remaster. Maps will always be transferred p2p. When some people already in the lobby have the map, they will start to upload the map as well to anyone who doesn't have it.

I suppose that naturally raises the question - why is there sometimes a download outside of the lobby screen and sometimes inside with ye-old numbers-next-to-names? Did some patch notes or dev blog attribute it to cloud storage?

I'm not sure what causes the map to not go through a DL process. It definitely downloads from the cloud prior to joining the lobby.
I have no idea what allowed the map to contain such capability, seems to have occurred by a random chance

Yes, there is definitely cloud storage in SCR, I've experienced this a few times but have no idea what triggers it.
