I extracted console dds file and converted to png to see.
But compared to the original one, it has a strange color like a file I attached.
It seems the color of console is opposite. edge is blue, and the window is yellow.
Only SD's console has this problem. HD and HD2's console dds do not.
I also attached a dds file just in case.

That's funny. I have no idea how this can happen. What did you use to convert the dds file?
In any case, if you plan on editing the console graphic, I don't think that png file will work because it's missing the RGBA layers.
(But I don't know for sure since I haven't messed around with the console graphics yet.)

Yes, I took the dds file you provided and I used GIMP 2.8 with the dds plugin to export it as a png.
Edit: When I open it in Photoshop with the NVIDIA Texture Tools plugin, the red and blue channels are swapped. I believe the issue is because the dds format specifies the order of RGB color channels (in this case, the dds file has it as BGR instead of RGB). The GIMP dds plugin correctly reads that information but the Photoshop plugin and the conversion site don't; they assume RGB, which results in colors being incorrect.

What version of gimp do you use? I just downloaded gimp 2.8.0 and dds plugin 3.0.1 from this site.

I have 2.8.18, and I downloaded the plugin from the same location.
Did you download the right file? If your GIMP is 64-bit, download the win64 file, and so on.
Did you extract the file in the correct location? Should be GIMP 2\lib\gimp\2.0\plug-ins.
If both of those things check out, I don't know why it wouldn't work...
Well I did exectly the same thing as you.
I installed gimp 2.8.18 and put dds.exe(ver3.0.1 x64) in the correct location.(Program Files/GIMP 2/lib/gimp/2.0/plug-ins)
But nothing works....maybe because I'm a windows 10 user or missing some .dll files?

After a google search, the only two potential solutions I could find are 1) install 32-bit versions of GIMP & plugin, or 2) log in windows with a guest account. Other than that, I can't help you. Sorry.

I have a copy of the dds plugin which at least works on 64-bit GIMP 2.8.22.
Not sure where I got it from, but I remember that the plugins from googlecode link above didn't work and I had to find another way.

Oh..it still doesn't work....do I have to install gimp in special way?
Maybe the administrator account or something is a problem I guess.
I mean when I put dds.exe into the folder, it has to permitted by administrator's...something you know.

I don't have any good ideas then. The plugin doesn't depend on any dlls (Other than ones that come with gimp), and I have it in C:\Program Files\GIMP 2\lib\gimp\2.0\plug-ins as well, which requires admin permissions to edit.
You could try running the .exe and see if it says something unusual. The expected result is that it complains about 4 gimp dlls missing - which is not a problem since gimp will have them available when it actually tries to run the plugin.
