I believe permanent cloaking (advanced tab in units.dat) does this. You may need to design accordingly if you go this route as opposed to plugins though.
Show them your butt, and when you do, slap it so it creates a sound akin to a chorus of screaming spider monkeys flogging a chime with cacti. Only then can you find your destiny at the tip of the shaft.

I think EXE edits allow you to do this, but I haven't modded in a long time. You'll have to use 1.15.1.

You should note, however, that you'll need to change the energy regen globally for every spellcaster; AFAIK there's no way to apply regeneration changes to a specific spellcaster. You could try messing around with broodlings, but that probably won't work.

Besides perma-cloak and disabling it globally, the best option would probably be to write a plugin.
