[SOLVED] How would i give a unit to a player, when they put a civ on a beacon

There are beacons in Starcraft 2. Using the event "Unit Enters/Leaves Region", if the triggering unit is whatever unit you want to make selections (like a civilian as you said), remove the triggering unit and create a unit at whatever region you want the new unit to show up at. I'm sure that you can probably find simple stuff like this on our wiki, rather than making new threads to ask.

Use "Unit Enters/Leaves Region" as the event.
Use "Set Unit Property" to change the health/attack/defense/etc. of the unit. You can use "Math - Arithmetic" to add/subtract/etc. a value to the player's current property value.
