driver error or bad hardware methinks. Or you don't have it set up correctly in the sound control panel.

Do you have or can you get a USB headset or something instead? I've had tons of issues with plug in mics like that and just gave up on them.
I feel like we can give you the usual "Are you sure it is set to the default device?" advice, but you're most likely well beyond that. I suppose drivers could be the issue, though if it doesn't work on either your desktop or laptop, it may just be the mic or mic's connector.

You can set a microphone to Default Device under the "Recording" tab of the sound panel.

Enable the "Stereo Mix," then right click the mic and select "Set as Default Device." It lets me do both Default Device and Default Communication Device on the same thing.
