I find it sad my CPU lags with my current SC2 Graphic Settings. Shaders and Light are at High, the rest is mainly at Medium.
1) How do I know what is my Graphic Card?
2) What kind of card would be suggested to play without any lag on those graphics? I don't want to play at Ultra, it'd make me waste too much muney on this new Graph. Card

It will improve the rendering of 3D programs, yes. It won't improve your CPU performance, but it will improve your COMPUTER performance, especially when running graphics-intensive applications, such as games or art programs.
If you don't want to download something, go to Start->Control Panel->Hardware (or device monitor or whatever it is on windows) then look for something along the lines of a Display Adapter, or Graphics card or something. It should say either Radeon something or Geforce something unless you're on a laptop or using an onboard graphics card.

No need to distrust CPU-Z. It's not embedding itself deeply into your system, is extremely lightweight and super fast and easy to install.
But if you insist press [Windows] + R and enter "dxdiag".
Nowadays most cards can help your CPU calculate stuff, but the program needs to support it afaik. For more information check out

Basically any gamer graphics card you can buy as new in stores is capable of running SC2 at Ultra. You don't need to spend a lot of money for high performance cards. SC2 is very resource friendly, like any Blizzard game. However it would help to know your CPU, and RAM to know which card is best suited for your system. (It's really not so much about SC2, but more what is reasonable given your other hardware.)
cpuz doesn't install. It's just one file. dxdiag will tell you what card you have too, but not nearly as well as something like gpuz.

If you refuse to download CPU-Z (which you should, it'd be so much faster) then you can find RAM etc by looking at Control Panel->Hardware or whatever it is, it has a bunch of basic info there.

GPU = Graphics Processing Unit (or something). Graphics-specific processor.

I found a 9800 GT for $80-$30MIR, which is the 8th best graphics tier. To compare, I have a 14th tier graphics. The 5570 is 10th, unless it's ddr5, and then it's 9th. Your 4350 is 20th, and the minimum specs (a 9800 pro) are 21st. You're barely over the minimum, so play at minimum specs.
Oh, this is what you can expect from upgrading certain components:
CPU: generally everything is faster. More cores means less slowdown when multitasking.
Video Card: better rendering of 3d images, mainly found in games, though effects like aero and direct3d/directdraw will slightly increase in performance (negligible really).
RAM: More memory means more stability and faster response times if you're consistently using more than your previous max memory. Faster memory makes these operations even faster, though the difference in speed is negligible compared to CPU speed.
Hard Drive: An SSD will greatly increase access time (from 10 ms to .1 ms) which increases the overall responsiveness of the system when booting, loading stuff. A faster transfer rate simply decreases the time it takes to load larger things/transfer files.
PSU: stability if you're encountering problems. Other than that, efficiency. A 650 W PSU can easily be 3x better than a 1000 W PSU, especially if the 1000 W PSU was mislabeled (it happens).
Case/Heat sinks/fans/motherboard: Cooling and stability, as well as extra parts, and making it look cool.
