You should condider changing the comps units from normal to heroes to upgrade them, because

Another option:
If you have computer players to spare, make one computer player have no upgrades, then give the next one 3 upgrades, and the next one 6 upgrades by default.
Then just switch computer players when it is time for enemies to get stronger.
You could even make all the computer players be the same color so you couldn't even tell the change in-game.

Aren't too many units like that lol, and none of em are fighting units, just be careful about the corsairs and damage for the hero.
