I see what you mean, but that's practically impossible as long as people can make new accounts whenever they want. The best way to avoid smurfs early on is probably to pick the second or third option of "difficulty" when you log on the first time, as I would imagine the smurfs usually pick the newbie one to be able to stomp people who have no idea of what they're doing.
I've made smurfs picking the last option and got matched with people who level 1 tower dived, while picking the first option sent me into games with constant dragon contests, counterwarding, organized tower sieging and people having more CS per minute than the players I normally get matched with. Perhaps Zycorax is onto something here.
Smurfs are obviously going to pick the skill level that -will- have the weakest players. If you at least possess a half of a brain, never choose the first, or second options.
I've noticed the second option is more of a smurf who prefers barebones style gameplay though, no runes and masteries, but good players. Why dont we have barebones matchmaking yet? :<

Avarice -> Hydra -> Iceborne -> Infinity -> that 860 HP thing or Black Cleaver -> Situational tankiness (I get Thornmail if AD-heavy, Spirit Visage if AP-heavy, Randuin's if both, or Bulwark if for some reason teammates don't have one) + get boots and sell Avarice as necessary
Since all your splash scales off AD, not impact damage, max E first, then Q, then W. Your W can wait til lv4.
Trades early game dueling power for lategame teamfighting potential and LOTS of farming power (Hydra and Tiamat DO proc on Parrrley, and if the splash from them or IBG kills something you DO get the bonus gold for ALL OF THEM). Also between your ult, E, passive and the slow from IBG, once you complete hydra and IBG your team can just swoop in and initiate (even if "initiate" for your team means "gp ults and Es and everyone just walks in") just about any time, and the enemy team would have a really hard time repositioning, disengaging or chasing. Even with only 10% crit, by IBG you should have like 270 AD plus IBG plus splash every attack plus Crescent, so while you'll sacrifice some 1v1 power in a teamfight you'd both wreck face a lot AND lifesteal a ton from your Hydra. It's literally possible to get 5k gold ahead of everyone on this build and be able to walk in and kill 3 people each with <40% HP with less than full health with this build.
Of course, the whole point of all that early AoE is so that you can FARM HARD. So only do this if your team lets you solo top/jungle, get lots of cs, and once you get Tiamat and above try to save your Q for killing a bunch of minions at the same time for like 70 extra gold. That, and it'd be a lot better if your team keeps at least 1 of the altar so you get at least 5 extra gold per cs. Boots aren't really important if the other team has no movespeed boost (or a Janna), and the Avarice is your best friend and you should only get rid of it later on when you're kicking so much ass a few more pieces o' eight don't matter. Be greedy, but not TOO greedy, and once you get your 5th big item everyone else is probably horribly behind compared to you anyways, so start letting your teammates take the farm and focus more on map control at that point.
This build works best if your team is full of ADs. Not only will your E help out A LOT in that case, but you'll likely get more meatshields nearby to take some off the heat of you so you can steal ALL the kills.

That's cuz I'm debating on whether to exchange it or not. It fits me perfectly right now, but I can almost guarantee that it'll shrink, but the large is pretty big, so I don't know if I want to get that. They need to have an extra medium.
