I'm not sure if Tikels is using (and training) neural networks from scratch or he's using some library that already has neural networks trained for a specific purpose, like detection of some features in the data.

In the mathematics community (I know, not engineering) matlab and C / C++ are common, and python is catching up because of the Sage library. People doing statistics use R, and there are some people still using maple out there. Mathematica is not that common: the syntax is ugly and the program expensive.
