In StarEdit, 1 build time is actually 15 ticks. If you use SCMDraft2, it shows the proper build time.

I think it's rounded up to 1/8 game second. Because when you spam build such a unit you won't really manage to fill the queue and if you always remove one such unit with hyper triggers the units won't mass up in front of you factory.
