I'm mostly agreeing with Excalibur's changes, particularly the switch to Ryzen 3 and the much better monitor. But in the interest of giving you more options to consider, here's what I pieced together, trying to keep the same CPU/GPU performance as your original build:
CPU: The 3300X has the same single-threaded performance as the 9600K at 60% of the cost, and it's on a friendlier chipset.
HSF: The Ryzen 3 CPUs come with the Wraith Stealth cooler, which is Good Enough™.
Mobo: If you're going with a Ryzen CPU and think you might want to upgrade it at any time in the future, you'll want a motherboard with either a B550 or X570 chipset, since they will support Zen 3. As a bonus, they also support PCIe 4.0.
RAM: DDR4-3600 CL15. No particularly strong feelings on the pick, but good specs for the price and a reputable brand and product line.
SSD: QLC memory is pretty cheap, and the P1 has good reviews. Crucial is also a respected SSD brand (I have a Crucial M4 from 2013 that's still going strong). Excalibur's pick is faster, though
it may not be a difference you'd notice.
GPU: Like Demon mentioned, the 2070S is going to be overkill, but an overkill GPU can also just be a GPU that lasts you many years and survives things like monitor upgrades. If it fits in your budget, why not? Otherwise, the 5700 XT like Excalibur picked wins my vote.
Case: No strong feelings on a budget case as long as it has decent airflow.
PSU: Cheapo SeaSonic PSU. Modular would be nice, but alas, we're on a budget.
Monitor: If you're fine with 1080p, you're going to want a high refresh rate. This is an IPS panel at 144Hz, which your CPU/GPU will do effortlessly. Excalibur's pick is more appropriate for the hardware, if you can move enough money around to make it work in your budget.
Keyboard: I mean, yeah, you could just get away with a K120, honestly. I use it for work, and it's a perfectly fine keyboard. I picked a random brown switch keyboard for this build because the decision is mostly going to come down to personal preference.
If you need the copy of Windows 10, downgrading the GPU to a 5700 XT should get you there, but there are many avenues (including legal ones) for obtaining an activated version of Windows 10 for free, or at least at a significant discount from retail.
Edit: Apparently AMD has changed their mind and
will be bringing support for Zen 3 to their X470 and B450 motherboards, with caveats, so if you're looking to save money here, do your research and proceed with caution.
