Please feel free to show me your own action figure collection and what proper action figure placement is, because I have no idea. Every figurine I own I own because it came with a Collectors Edition, and I just put them wherever.
I have none. But they'd probably look good if they had some space of their own instead of being crammed in front of other shit that is supposed to look good and thus be forced to reside at the edge of the table. A dedicated shelf would be nice.

When I sit down the USB ports are directly to my right, easily accessible. There are also two ports on the top of the case, which I can, you know, stand up to reach. I'm not glued to my chair.
The back ports, yes. Where all the other cables are in the way. That's good marketing right there: Do not call it an inconvenience, call it a chance to get some exercise!
I'm fine with the placement of my PC on the desk, and can see no good reason to put it on the carpet.
